Sky Shark not starting up

I just got a Sky Shark cabinet and wanted to get some ideas on what i can do to get it up and running. Here is the current state of the machine. All parts are there, the monitor, speaker, and board seem OK. When I plug it in, the marquee lights up, the monitor comes on, but nothing displays. The board is plugged in and if i adjust what i am guessing is the volume control on the board, some noise comes through the speaker. It is not game noise, just some static. I tried adjusting brightness on the monitor thinking that maybe it was down and that is why i didn't see anything. That did not work. I tried working the coin switched to reset it. That did not work. On closer inspection it seems that this cabinet is JAMMA compatible and was converted from something else to a Sky Shark at one point. There is still a Sega "plaque" on the back that says made in Japan. It looks like there is a new power supply in it and some new wiring. There are 5 wires cut from the harness to the board. Maybe these were not needed after the conversion. Here is the current pinout for the harness and which wires are cut. The cut ones will be noted:

Well that is the way it currently stands. I would appreciate any ideas. I don't want to go ahead and try to reconnect those wires because i don't know if i should or where. I can post pictures later if needed.
 
Well first thing's first, get out that multimeter
and check the 5VDC at the jamma connector.

I like to have my games at 5.05 to 5.08.

If you don't own a multimeter, you're gonna
want one for this hobby. Also, if you have another
Jamma board, definitely hook that up temporarily
to rule out power supply and wiring trouble.
You could have a dead Sky Shark board. :(

I have a multimeter and i did test the voltages. They were a bit high coming out of the transformer so i adjusted it. The power is correct though and flowing fine all the way through to the harness. Like i said, i am not sure if all of those wires that are disconnected are needed or not so that is why i listed them in order. Just in case i do need to connect something like the coin counter to get the game going. I visually inspected the board and it looks very clean and i didn't see anything wrong with any of the chips or capacitors on the board. I know that does not mean that it is not broken, but visually it looks OK. unless a connection in the harness is not making contact with the board. but all of the contacts in the harness look in line and not bent. I do have one question though. I noticed what looks like some type of potentiometer on the board in the lower left corner. I am not sure what that is for. Something else that i saw is that there are two video connectors comming from the board. One is RGB and is plugged into the monitor circuitry in the right place. The other is Video ground which is black and Video sync which is white. I am not sure if they are in the right place but Video ground is connected to a pin that says E next to it on the board and video sync is connected to a pin that says VD next to is on the board. From that i remember that is what it said but i am not in front of the machine right now. I can confirm later.
