OK, I turn it on and it starts to load up fine. Then it shows a half screen of garbled mess, and then nothing. I look at the board and the LED that shows numbers is showing random crap and the rest of the LEDs are standing still. When I shut it off and turn it back on nothing happens on the screen and the board looks the same (all red lights and a stop sign set of LEDs). If I let it sit for awhile and then turn it on, it will start up and do the same thing I listed above.

Yep, likely a drive for sure. I picked up a NOS drive on ePay a couple years ago for like$30, but there is nothing special about them. If you are okay with Linux, you should try to pull the drive and take a dd image ASAP!

It will always come up with a half screen of garbled mess, but then should go into attract mode after a few more seconds. Leave it on a bit longer next time and see if it progresses. If not it probably is a hard drive issue. There is no protection on the hard drive so you can replace it easily with a Skins image or a Skins Tournament Edition if you choose.

How would I see a test screen if nothing shows on the monitor after a couple seconds? And even with the HDD bad, shouln't it still show something on the screen i.e. error message?

yes something should show on the screen after bootup. no home block errors if hard drive is bad or not installed properly. are all your dips in the off position? double check your voltage. the later midway boards will blink the leds like its booting even though it doesnt have enough power.

Checked and turned it up to 5.1 and 12.?. None of the LEDs do much of anything except stay one color.

ok so the cpu is locked up......remove the chips mainly the pic security chip, clean the legs and reseat them. if this doesnt fix the problem then its a board issue.
