Skeeball model S help

I got a non working Skeeball but have figured out it plays blind but as soon as I plug in the display nothing works. I socketed and changed the 8 chips on the display board in hopes of finding the problem but no change. Would this be a display issue or could it be in the CPU? Any help would be appreciated.
 
Sorry it is not led and after the display is plugged in I get nothing on it. If I pull all the bulbs out but one or two they light very dimly.
 
I've seen this issue before where it was a bad display. Replacing the chips didn't help me either. Our customer was in a hurry and just paid the exorbitant cost of a new display.

As for "dim" bulbs, make sure you are using #74 bulbs...

I am using 74 bulbs, what I am trying to say is if I pull all the bulbs except one or two the two left light very dimly. It's like they are not getting enough power. Could a bad resistor on the display board cause this or would it more likely be a power issue from the CPU?
 
It could be a power issue from the CPU...check the bridge, large cap, and transistor, and 12v regulator, located on the left side of the PCB.
