Single ply replacement

Has anyone ever replaced a single ply? I can't imagine it would be easy to clamp it all on. The top of my ms pac is fairly jacked up - the top ply of the plywood is peeling off. You can see in the pic i attached. part of me wants to just yank parts of it off and bondo it, but not sure if that makes sense.

any thoughts?

My Pac cab has sections where the outer ply was peeling off. I cut them off with a utility knife and built the areas back up with Bondo. It worked out nicely - now that it's painted, I can't even tell where the bad sections were.
 
Honestly I think you could do this either way. Could pull off the bad areas and bondo. Or could sand. Fill the really big areas with bondo, sand and then all a single ply. It would be like applying a laminate that needed to be glued on. Although with laminate you would use contact cement. With wood on wood I'd probably use wood glue. It's certainly possible. I've seen people basically make homemade plywood in small sizes. Just want to make sure you have a good way to apply nice even pressure across the entire surface and give the glue adequate time to fully dry.
 
Glue as much together as you can then remove the parts that don't stay together and bondo them.
That would save a lot of bondoing and sanding.
