I have badly faded but smooth good condition side art on my NBA Jam…if I wanted fresh new side art do I need to remove the old, sand to smooth, paint, and apply new? Or can I get away and just apply over the current? Sorry photo is from a video but it's smooth and looks like it was in the sun.

Applying over the exiting side art is not the best idea. Keep in mind, the new surface needs to be smooth as glass. Any imperfections will most likely show through the new side art. In other words, don't think this new side art will hide imperfections. If you do, the new side art will look like brail. Last piece of advice, don't apply side art over latex paint. If you do, you will regret it down the line.

Unfortunately, applying sideart (especially full size) takes a lot of work to get the surface very smooth, and it's not trivial to install it either. If the old artwork is absolutely perfect aside from fade, you might get away with installing new art over it, but few people would recommend that because it's kindof janky. On the other hand, removing the old artwork is not easy and getting that particle board super smooth is a lot of work. I mean like a few weekends of work.

There's no easy fix. Actually, the easiest fix would be to sell that one and buy a non faded one, if you're not chomping to test your sideart installation skills.

well said I now realize what seems like an easy "sticker" art is a month of weekends for me to get done

If the sides are really nice and it wouldn't bother you, you could try the apply new over old. It's definitely faster. I haven't ever brought myself to do that but I'm certain it's been done before. I have a pin I have the same issue with, probably will go with radcals since they seem marketed to idea of just adding another layer. Still feels wrong to me though.
