Should I make Insurance Required?

On my CEC (Non 80's) I include free insurance and shipping. And when I send someone a shipping quote I say insurance is optional but recommened. Recently though I've had 3 packages that haven't arrived. 1 packaed of 500 25mm, 200 29mm & 2,000 25mm (The last two shipped 8 days ago. So I am hopping they make it) Since they didn't purchase insurance I can't give them more tokens and I am sure they will not buy from me again even though it wasn't my fault. I had some CEC come up missing only the box and it was suppost to be insured but some how didn't get insured and I refunded and sent them some tokens to replace those. What are yalls opinion?
 
I use Delivery Confirmation, this way I can see if it did indeed come up "missing". I tack on 55 cents and go this route with the option of insurance.
 
You gotta use delivery confirmation if you accept paypal. If you can't track it, the buyers can reverse the sosts no questions asked.
 
Insurance won't pay off if items don't arrive.

In fact the USPS insurance is a rip off. It almost never pays off in my opinion, they almost always blame it on the seller "Poor Packaging".
 
USPS paid me 83 dollars and some cents for 750 CEC tokens that made it to the Post Office as she recieved a notice in her box but some how she never got her package. I had another claim in but the guy got his package. The tokens in question were paid by Money Order. The later 2 were done with Paypal.
 
There were theives stealing stuff at my post office.

I several times (DVD's) got notices for packages but when I went to pick them up "They weren't there".

Even when they were insured, I was told that without tracking there was "no proof" and that claims would not be paid.
 
I wasn't sure they were going to pay me. The tokens went to a town near the Mexiocan Border and the purchaser was Mexican(I think). The Post Master sent TX the papers and for some reason they never filled them out. We did the papers again (But didn't send it through TX) and I got a letter saying I didn't have all the info. It need the shipping date which I though we had. I took the Insurance Recipt to the bank and made a copy and she stapled it to the letter and sent it back to them. Didn't take long after that to get my check.
