Shipping gone awry question.

So, for most of you guys, how much damage done in shipping is enough to refuse it? For the first time ever today I refused a cab shipped to me because it was damaged, and I'm wondering if I did the right thing.
 
A few dings on the art or something, no problem. Any glass broken, structural damage (cracks in the wood, falling apart, etc), or broken stuff inside... no go.

That's just me though. What kind of damage are we talkin?
 
Quarter sized gouge, maybe 1/4" deep on one side, bunch of scratches on the other side. Didn't really open it any further. Having no knowledge of woodworking, and knowing I'd have a hell of a time matching new woodgrain vinyl I ended up passing on it.
