SF2 No sound when you first turn it on, need ideas...

SF2 Championship Edition arcade recently purchased. When I first turn it on no sound. let it run 20-30 seconds turn it off then back on and sound works flawlessly. I can then turn it on and off 20 times in the hour and it works perfectly every time. I'm leaning towards the power supply needing adjustingment but I want all ideas before I start messing with it. The previous owner did a cap kit on the pcb. Can a pcb capacitor warm up in 20 seconds? Seems not long enough for the solder to warm if it was a solder contact issue. Appreciate any advice. Game and sound works perfectly after I turn it on and off.
 
Has anyone had this problem on an arcade before? Turn it on from sitting no sound, let it run 20 seconds turn it off and on again and it works great?
 
Start with the basics . When you first turn it on with no sound, what are your +5 and +12 voltage readings at the power supply, especially your +12? After turning it off and on, and you have sound, what are your voltage readings now? If the +12 goes from 0 to around +12, chances are you need a new power supply or rebuild the one you have.

Thank you, turned on the game and the first time i turned it on i had 10v to the 12v outs & no sound Turned it off then back on and had the 12volt working correctly and sound. Failing power supply. Appreciate the help.
