+1 reverse that shit through paypal. It doesn't sound like this guy is ever going to give you a refund at this point. I mean, what does he have to lose by not giving you a refund? His rep is already fucked.
I've also had the "board is X shipped" just to receive a "So the total + shipping to CA is Y...did I say shipped? I meant to change that." PM from people on here. For the record everybody, playing dumb on what "shipped" means is not a smooth way to squeeze cash out of the deal.
