Sega Turbo what are the 2 red leds on pcb for?

New at troubleshooting. Have a Sega Turbo and when powered up the red led closest to the back door is lit solid but the one further away comes on and goes out for no apparent reason. What are these for?
Also, where is the best place to test for 5 Volts to make sure the board is getting enough power? I heard to test a rom chip but not sure which pins.
Graphics look pretty good but the road is black instead of grey.

Usually you test the +5 volts(vcc) at a 16 pin chip. You can just plant the black lead on the ground of the board and then probe a 14/16 pin chip on the side with the notch. If the notch is on the left your +5 will be on the top. If you are not sure just plant the black (ground) lead and probe the 4 corners of a 14/16 pin chip and you will find the +5.

The led's on the board should be flashing I think but that info should be in the manual.
