Sega Turbo - THE CARS ARE MISSING - What the heck???

I have a Sega Turbo cabaret machine. It was working fine until about two weeks ago. Now, the game plays fine but there are no cars on the screen. The background and road are there. I can hear the car but it is simply not appearing. Even when the ambulance comes up from behind, I can hear it but it does not appear. That is strange enough for me but even stranger, I put in a replacement PCB that I had laying around and the same thing happens. The monitor appears to be in good shape and the colors are good...the cars are simply missing.

Can you shed some light on this bizarre problem?
 
The loss of cars on one board would suggest a PCB fault to me, but both boards? Possibly both boards are faulty in the same way, unlikely but still a possibility.

Depending on how the board is connected to the PSU (and I can't find any info on it) its possible that the cab is not providing power to all the boards it should be. Early boards often had multiple connection points instead of a single edge connector, so perhaps one is no longer powered.

The only things that remain the same after the board swap (assuming board 2 is fine) is the monitor (which would not cause this fault) and the powersupply/cab wiring.
