Working Sega Turbo arcade game. Game needs to warm up for 5-10 minutes and will reset a few times but rock solid after that, beautiful picture on monitor and in very good shape. $399

Interesting. Maybe a power supply issue?

Anyway, looks to be in great shape and at great price. Perfunctory "wish I was closer" message. GLWTS.
 
It has a switcher and don't have a clue what monitor it is, added pictures of both.
I don't know a lot about Turbo but it does look like both the monitor and PS are original to the game. In the manual, the Nanao 100v monitor is mentioned on p14 and again on p23, and the drawing of the PS on p43 looks like what you have too.

I have one and a mini also, paid more and not quite as nice looking shape as that. Easy sell it's a great game. That does appear to the original PS, mine has the same setup. If nobody gets it I'll take it. Then I'll have 3
 
Check to see if the main board has the big metal CPU. They are known to cause problems as you described. If it does, you can replace it with a standard CPU (Z80 I think) IF you switch to the non-encrypted romset.
