I'm probably way premature asking questions as I'm very early in debugging this thing, but I thought I'd throw it out there and see if anyone has ideas or seen this problem before:

I've got a Turbo mini which I'm testing blind at the moment as I don't have a monitor, when I power it on the score displays show nothing but flicking zeros and there is an ambulance sound which fades away after a few seconds, nothing changes after that and it doesn't respond to coins or the start button. Also it seems like none of the lights in the marquee or gages are lighting up.

So far I've rebuilt most of the power supply boards as they were originally pretty corroded, I've tested the transformer and the voltages seem good, the regulator PCB puts out 31.3 for the 32 volts, 11.85 for +12, -11.90 for -12, and 11.85 for the other +12. The only voltage that seems significantly off is the unregulated 8vdc which shows up at 7 off what I guess is a stone-age bridge rectifier, is this a problem? Any thoughts in general where to start looking?

I've got a couple of 13" monitors that came in Monaco GPs which I hope work and can be adapted to work in it, so hopefully soon I'll be able to see what is showing, if anything.
