Sega Turbo Columns of Light - SOLVED

I have columns of light appearing on the sides of the road. Has anyone seen this problem, and how do I repair it?

Start a game and slowly proceed, right after the city, count which tree is the column of light. They go 1 thru 5, then they repeat.
Continue driving slowly and when the scene changes again, you should see the shrub, post, lamps, etc at the same number all have a column on white.

See the excerpt from the manual below... that will point you to which prom to check on the PROM board. Remove, clean the legs and re-seat the prom. See if that clears it.

Please excuse me dragging up this old thread but this image has kind of blown my mind. The manual I've been using here http://www.basementarcade.com/arcade/library/manuals/t/turbo.pdf doesn't have the excerpt you posted or I have completely missed it (I'm pretty sure I haven't). Is there another Turbo manual out there that I'm not aware of and how would one go about obtaining this manual?
 
I can't find an online copy of the turbo mini manual anywhere. Does anyone know where I can find one to view online before I splurge to buy one? Just that little bit of information posted from the mini manual was a hundred times more useful than the one I linked to above.
 
Couldn't find it online either. I have a Turbo mini so I just bought the manual for my restore.

That is exactly what I need for my PCB repair, too.

When the PCB is up and running it will go in an empty Monaco GP cabaret...
