Sega Star Trek "All Sounds Off"

Trying to fix my lack of sound effects, and lost all sounds on my Sega Star Trek. I ran the self test, and when it gets to the sound test it starts with "All Sounds Off". I thought maybe I accidentally hit a dip switch, but they appear to be where I had them set before. I can't find anything in the manual about "All Sounds Off", just sounds during attract mode on or off.

Is there another switch or setting I am missing that turns all sounds off? Or, is it supposed to say "All Sounds Off" first during the sound test, and I'm barking up the wrong tree?

(Side Note: I found a bad connection that I believe was my original problem of getting voices but no sound effects.)

Hate to be the barrier of bad news but that normal for all sounds off before sound test. Here's a video of the test mode.
 
The "All sounds off" is to show that it can send the signal to the board to reset it back to no sounds. Sometimes, if you press the test switch during game play, the sound board will be stuck playing the last sound. This first test resets the board so no sounds are played.
