I have a Sega Outrun (1986 upright) that I obtained in non working condition. The system turns on with no sound, and a picture is shown, but it is scrambled, like a picture out of sync.

This machine was in rough shape, but it looks like I should be able to salvage it into a decent machine. Everything looks original. Does anyone have any experience with these machines to give pointers on where to start troubleshooting?
 
Perhaps you can post a picture of what is shown on the monitor and a pic of the PCB.

I remember when I had one of those. I thought it was the monitor.
It was actually the video board of the PCB. There are 2 parts to the PCB.
I was able to find a PCB set with a non working main board and swap the video board over and it worked fine.

That was like 8 years ago, so might have to dig into repairing yours. If that's the issue.

Double check that the sync is correctly plugged in the monitor, in my OutRun the previous owner had the sync wiring reversed at the monitor receptacle.

This... I think your board is connected wrong. There are board inputs intended for the motion cabinet version of the game that will create noise and weirdness. Some connectors are hard to get to when the cpu is mounted in the game. I think like one set is on the 1st board but actually they need to be plugged in the bottom one?

The wiring at the pcb side looks fine to me...
 
What kind of monitor do these cabinets come with? As dusty as this thing was, I am almost certain everything is all original. It was sitting in a guy's storage unit for years.

This will help me figure out the sync cables and where they should be plugged in. Thanks again!
 
The only way to confirm is to find the label on the monitor. Mine was certainly not original (based on the screen burn) and was a K7000. Try and get a pic of or identify the monitor and let us know...
 
I just looked through my old post. Mine had a replacement monitor in it too. The installer confused the sync with ground and must've fried the sync line on the video board or something.

I found a working video board and wired it correctly and it fixed it.

The sync wire coming from the board is definitely confusing.

From the manual:

* Connector H - VIDEO

Pin 1 - Video Ground
Pin 2 - Video Ground - WHITE
Pin 3 - Video Sync - BLUE/ WHITE
Pin 4 - Video Blue - BLUE
Pin 5 - Video Green - GREEN
Pin 6 - Video Red - RED

So DON'T switch blue/ white wire & white wire

It appears to be a 19" Wells Gardner K4900. I believe the original was a 20" monitor, so that would indicate it has been replaced. Tube is labelled 82-30WNA (RCA).

The 3 standard up right out runs I've seen all had k7000 19 inch screens. Not sure they were original but theres no way a 20 inch would fit and line up correctly.
 
Make sure the blue/white cable from video cable goes to the H- pin on the monitor, the white cable goes to the Ground pin on the monitor. That should help the sync issue a little bit. Next move your horizontal, vertical and contrast knobs to adjust the picture to get it as crisp as possible. That is just a start to get you going in the right direction.
 
It looks like its all connected fine. Video and audio in correct places and monitor video in looks fine. You said you swapped Video Bd to a working set up and it was fine?? Verify connections between Game Bd and monitor. Possibly you lost the sync in there somewhere. Its definitely loss of sync. This would happen if ground and sync were swapped but I don't think this is the issue. Sync is solely generated from Video Bd so if no sync, it has to be sync wire not making it or monitor has an issue. Make sure there is nothing growing on deflection bd. Looks kind of ready for gardening.
