Sega outrun turbo steering wheel adjustment

My steering wheel is offset to the right. I looked under the control panel and there are a lot of allen wrench adjustments on the gears. Before I start messing around with it, I thought I would get some guidence. What is the best way to adjust the steering wheel?

Before adjusting anything, start by turning the wheel from side to side, looking at the gears. Is one of them broken? It very often is.
 
Yes one is. So is my best bet to replace it? Any clue where to find these at? Is it possible to adjust it when the gear is broke?

Yes, I think so.

KLOV member "steve23" sells steel replacement B gears (vice Nylon or Delrin, or whatever the original was made of). Do a little searching, there are plenty of threads like the following link on the subject:

Probably. But I imagine the broken-ness is the likely cause of the misalignment.
