Sega Outrun PCB help/repair (green screen)

Hello all. Second attempt here, as I can find no record of my previous post.

Hoping someone can help me with my outrun. I currently have a Sega Outrun upright with a Turbo Outrun board set installed. The machine works fine, 100%, no issues. What I am having a problem with is a separate regular/non turbo board set. When I install it in the machine, all I get on power up is a green screen with thin black horizontal lines. Any one have an idea what this might be? Both the pcb and video board are getting power and have red LEDs lit. Given the turbo board set works fine, it's not the monitor. Has to be the board set somehow, but I can't figure out why. Any help is greatly appreciated. Anyone repair these in the Chicago area?
 
I'm not familiar with the Turbo Out Run board, but I'm betting it's similar if not the same as regular Out Run. I once had my Out Run video connector hooked up to the wrong pins because they were the same number and everything. I doubt that's the problem, and if it isn't, you may want to PM KLOV member Channelmanic. I've seen his repair logs on Out Run boards before and I know he does board repair. Maybe he can help you out. Good luck.
 
Thanks for the pr0ps, but I don't have a testbed setup to work on those boards. The one I've repaired before was a whole cab that was here in the shop.

If the game isn't "playing blind" then you'll need to troubleshoot it like it has a dead CPU. The easiest way to start troubleshooting that is to check the program ROMs/EPROMs to make sure one of those hasn't gone bad.

Okay, thanks for the direction. Let me poke around the board and see what I can come up with. I actually have another pcb that doesn't have a video board. I tried swapping that in too, but no luck. Perhaps if I do some chip exchange between the two I can get something.
