Sega OutRun only runs in diagnostic mode - no game

Hi folks - like most people here, I've got a troublesome arcade cabinet that I'm not sure what to do with.

My current source of grief is an upright Sega OutRun (Rev 2) that I bought off of Craigslist:

My problem is that the system only goes into diagnostic mode:

After exiting diagnostic mode, the screen goes blank. It does not play blind. From what I remember, the background of my diagnostic mode is also screwed up - it should be a solid color. Other than the background, the diagnostic mode seems to work A-OK.

Things that I've tested and appear OK include:

- the switching power supply is actually putting out 5v
- 5v is actually getting to the boards
- there doesn't appear to be any suicide battery on this version of the boards
- both boards have been removed, visually checked and appear ok. Nothing obvious has burnt up, broken, etc.

Things I haven't tested:

- I haven't tested for voltage drop across the board
- I haven't re-seated any chips or tested the logic of anything
- The previous owner had replaced the monitor - although it seems to be working fine (in diagnostic mode), I haven't double-checked his work.
- I haven't ventured into testing the "old school" non-switching power supply - I'm a bit terrified of the beast.

Any ideas on how to get my OutRun upright to do more than just go into demo mode? If you're the first one to correctly diagnose my problem I'll mail you a glossy photo of my OutRun cabinet converted into an actual vehicle - a different hack on a different OutRun cabinet.

My Outrun board did this too, exact same problem. In the light, it looked like some sort of liquid had taken out some of the 74xxx logic chips. My solution was to buy a mostly working Turbo Outrun PCB and use the Outrun PCB parts to convert it back. Works like a champ.

I took off both boards and they looked very clean - with the slight exception of this:

This is on the bottom board, IC76. I'll go through and check the continuity of the traces coming off of this chip - but meanwhile, I've placed a bid on a board set on eBay.
 
I have a similar problem on my board...but the IC.76 is coming up "bad" on my diagnostic run :/ You'd think it'd do the same on your diagnostic if that were the case.
