Sega Moto Champ Game-Over Troubleshooting

Been chasing this problem for over a year, can't seen to fix it permanently. Has anyone seen this and know what's causing it? I'm guessing that Grand National Race might have the same issue???

THE PROBLEM:
1) When you start a game, the player's bike raises off the road (as it should).
2) The other bike's all get into their starting position (as they should).
3) The player's bike lowers to the road (as it should).
BUT THEN: The moment the game should start-up, it immediately stops or goes to Game Over.
Sometimes, the game will start and go for about 1/2 second, and then immediately stop.

Please let me know if you've found a permanent fix for this problem.

Hi Kevin,
I haven't seen this exact problem but have a couple of ideas where to start.

There is a resistor directly underneath the Penalty relays which like to burn out. I've seen this burn out on a couple of Moto Champs. I remember that the Game Over light wouldn't activate (plus a few other relays) due to the resistor going open. This is the opposite of the problem you are having but might be something related.

The other problem I had was after changing the resistor, I couldn't adjust the length of the time the game over light stayed on. I ended up changing a tantalum cap on the small circuit board.
