Sega Hang On...No road help

My brother just bought a Sega Hang-On game that comes up and plays but is missing the road. This seems to be the only problem the game has and I was hoping someone would be able to point me in the right direction. Could this be caused by a bad IC 108 (listed in the manual as Road Character)? In the manual it is listed as a EPR-6840...is this something I could get someone to burn? If so...who? In the self test all roms and rams test good, but IC 108 is not on the list. Should I spend the time to reseat the ribbon cables? Any help would be great.

was this the one in cincinnati?
 
No. He bought it at an auction in Pittsburgh along with a Golden Tee and Rastan game. The Golden Tee works and looks good, but the Rastan has a bad monitor. I like pinball machines and have had good luck fixing them...but when it comes to video games and all their ICs my luck always runs out. That has not stopped me from buying a broken video game when I see it, but for the most part they make me want to pull what hair I have left out!!! It is hard not to love them though:)
 
It could be a bad rom, but I'd try the cables first as that's pretty simple. You should probably also try re-seating the ROMs in case any crud built up in the socket.

This happens from time to time on my outrun. For mine, i just push the rom back in and it works again. I'd try pulling, cleaning and then re-seating the ROM
