Sega Hang-On - Monitor or PCB problem?

I finally got around to installing an accelerator cable for a Sega Hang-On on picked up. While doing so, the image went from good to what you see in the attached images. It looks like the sprites are a bit messed to me.

I can't be sure, but I think it actually might have gotten stuck in that state while I was messing around in the test screens (all the ICs tested "Good" BTW).

I checked my game voltages and everything is good there. I also played with the pots on the monitor to no avail.

Before I go any further, I wanted to get some opinions on where to continue my search. I am planning on un-plugging/plugging the cables on the PCB next. Then roms... then I would have to move onto the monitor.

One huge problem I can't figure out, is how the heck you troubleshoot a monitor on this game (Upright)? There doesn't seem to be any direct access to the chassis for testing purposes.

Looks like a board problem to me. I would try reseating the roms first (there may be a lot if it's like other Sega games).
 
Well, I re-seated all the roms on the top board. The video image is much worse now. I am going to re-seat the roms on the bottom board tomorrow, but I am starting to feel pessimistic.
 
check the chip legs for any dark corrosion. had some guys with tons of problems with MK2s where reseating didn't help, then I had a moment of clarity and had them check for corrosion and they finally got them up and running again lol

if there's any corrosion, grab some sandpaper, don't go too crazy with it, just get the chip legs to where they're shiny again.

otherwise, you might be looking at a rom failure too, but given that your results changed after reseating the roms, I say it's probably what I said above that's the cause.

I don't know anything about this boardset, but I gather it's 2 boards. make sure those are seated properly too, if there's any communication errors between the boards that can contribute to your problem, or create new ones.
 
Make sure the INSIDE SURFACEs of the legs are clean. Many manufacturers used single wipe sockets and those touch the inside surface of the legs.
