I've seen a couple older threads that talk about modifying Sega Hang-On for free play (EPROM) and high score save (using NVRAM), but I can't seem to find the modified ROM images anywhere. Are these the same images that are used for the Outrun freeplay mod, or are there different images out there somewhere for Hang On?

Negative, I was able to get them from the author himself.

Cool. Do you happen to know if they work independently from the high score save mod (NVRAM), or must both mods be made at the same time? I haven't made the RAM change yet (waiting for Santa to bring my Hakko FR-300). :)

Nevermind...I think I have the answer to that question.

I'm no pro (I've had it for2 days now), but the first thing I'd check is the 12V to the sound amp board (small green board on the bottom of the cab). It's more likely that you lost amplification than the signal coming from the boardset.

Feel around the low level inputs to amp with varying volume levels. You will here noise coming off your body or a nearby radio station. If noise varies with volume level, amps most likely ok. At that point you would need to find working sound card to test whether yours is bad or not.
