Sea wolf help

Hi all
I picked up a sea wolf that is not working and I have zero knowledge about vids. The previous owner said the game was playing with sound but no picture. They took the monitor chassis out to get repaired then it sat for twenty years. Is there anyone local that can test/repair this or someplace it can be shipped to? Are replacement parts available?

motorola xm-702 monitor chassis. cap kits and parts available here but flybacks probably nowhere.
 
that monitor is a simple black and white tv type monitor that has a composite input just like a regular tv with the yellow rca conector where as the center tap is hot and the outer ring is gnd. does the game play blind?
 
Definitely cap the monitor, as as starting point. The caps are definitely bad if they are original.

Beyond that, follow any other advice wugly gives you.
