it almost seams like the more it warms up the more details come in.....but still scrolls and flashes ...
the screen to the left is after about 2 minutes turned on and the rh one is about 5 minutes...

And are you sure the power supply is working correctly after having been rebuilt? Check the voltage at the board, make sure it's getting proper power.

Thanks for the hit Ian, I found where to check voltages on the PS is self, but not on the board...do you know where I can find where to check for those?

A decoupling cap (or "deglitching cap") is a small, usually .1uf, capacitor placed next to each chip on the board. It goes between the +5v and ground buses. This is convenient, because it means that one side of the capacitor is connected to 5v, and the other side is connected to ground, making it a really easy place to test the 5v power on a board.

Similarly, you can test between the 5v and ground pins on any of the chips on the board.

New up date, finally got around to getting a rebuilt board for this , with a little tweaking , she's alive. Well almost , as it has no sound, so still working with that. Also just got a new handle for it too, just need new control panel overlay, and sound working and see will be a keeper !
