one thing i've done, which is a little goofy, is duct tape the positive lead of my DMM to my pointer finger and use that for the extra reach to get to the test point.

Paying the couple bucks for Dokert's 20EZ B+ Test Aid is helpful for this as well.

I used these pliers and was able to put Dokerts test aid on the lead, through the side. I couldn't imagine trying it without these two tools. I've never tried on a 19", but I'd imagine there'd be slightly more room

Now that's a funny mental picture!

I just put an alligator clip jumper on the resistors leg, and clip the other end to my meter.

You can also use the back leg of the resistor! It's tied into the test point, much easier to reach, and it's huge.
