Sanyo 20EZ issues.. won't turn on

Alright, here's the story. I got a Popeye that was sold to me as working but with a totally dead monitor. I got it home, powered it up, and lo and behold it powered up and worked fine (picture was not great but not horrible).

After running for a while and being turned off and on a couple times, the image progressively became more shaky and started to fold over, which escalated until the monitor suddenly shut itself off. It wouldn't come on again.

I went ahead and installed a cap kit since I was fairly sure it needed one; I also found that the 300mA fuse was blown. After recapping and replacing the fuse, I gave it power and it still won't turn on whatsoever. I'm still fairly new at this stuff so if anyone could tell me what to check next, it would be much appreciated!
 
Check main fuse, verify input voltage (100V AC) check for cold solder joints. When/if you get it limping check B+ voltage, (108VDC) you could be have a regulation issue, things to check would be:
B+ adjust pot (5 K ohm),
C606 (B+ filter cap 470uF 160V),
IC601 (9 pin SIP, voltage regulator)
Test points for B+ are:
Pos meter lead to TP91/BJ
Neg meter lead to monitor chassis.
 
you may need a hot & flyback combo to fix this one..
 
After investigation, it appears that the 300mA fuse blows every time it is turned on. So, what's the next thing I can check? I double checked my work on the cap kit, but I don't think there's any issue there since it blew the fuse before I did the cap kit as well.
 
HOT, Flyback, Regulator IC601
And believe it or not check the sound board. I have seen a bad one blow the 300mA before. To check that just unplug plug JC on the SB and retest. I don't think that's very common though. Most likely your flyback
 
if your cap kit did not include the caps for the power section order the right caps and install thoes installing a cap kit without replacing c606 (i think)and several other can cause your new caps to fail as well leaving you the same as you were or worse


is this the one that was on cl from holden boy im glad i passed on that one lol
