Sanyo 20 EZ, any idea what's causing this issue?

I just recapped the upper and lower 20 EZ monitors is my Playchoice 10 game (both were working fine, but I figured I'd throw new cap kits in before I moved the game into the gameroom).

The lower monitor looks great, but the upper monitor now seems to have some kind of vertical collapse issue (see the photo). I have already double checked that the caps are all installed correctly, and was able to verify that the source is good by swapping the plugs around on the monitors.

Any ideas as to what else I should check?

Sorry, I should have mentioned that in the original posting. I already tried putting the service switch in either position. In the service position is collapses everything into a single light dot in the center of the monitor.
 
The service switch made it turn into a dot because that's horizontal collapse not vertical. Check your HOT and that all your caps are soldered properly.
 
OK, I checked the caps 3 times to make sure that all are soldered to the correct polarity and the correct value. Is there any way to check the HOT short of ordering one for $4, paying $8 shipping and replacing it just to see whether or not that's the problem?
 
set your meter to the diode function. put one lead on the chassis, and the other on the hot. should read roughly.4 to .7
