Sanwa 29E31S brightness issue (will cap kit fix this)?

So, I bought a really nice Tekken 5 dedicated machine. Enjoy it a great deal. However, the monitor is pushing 10 years old now, and has some fuzzy looking edges. But, keep reading.

When I turn the contrast down really far, everything is super crisp, and the fuzziness in the picture is actually the white bleeding out. This is fixed when you take a lot of the white out.

So, picture sharpness is super nice when you wash out the colors by reducing brightness/contrast. Would a cap kit fix this sort of issue, so I can actually have the colors looking good while holding in the sharpness without color blooming?
 
Or is this a flyback issue? I'd like to not spend 24 bucks and all the time to get no results.
 
I usually replace both at the same time since it takes the same amount of work to put in caps as it does putting in a flyback since you already pulled the chassis board and its sitting on your bench. But to stick with your question the flyback directly impacts brightness and focus so you wouldn't be mistaken to replace it, but of course you may end up still needing to replace the caps. A lot of people on here seem to think that unless the flyback is cracked, arcing etc.. that it should be fine, but I read through several threads recently where the flyback was the culprit with similar symptoms as to yours.
