Rush 2049 Will Not Boot

Had a party this weekend and my Rush 2049 was running great. Went out to my arcade the next day and Rush is dead. On power up, the typical startup message shows up, but right below it is the same message is mirror image, and the screen is black with a solid pattern of green dashes all over the screen.

As it continues to boot, the black screen with the green dashes remain, the steering wheel calibrates itself and then the dash lights come on indicating the game is ready to play. Pressing a button, i can hear the game starting, but the image is still black with green dashes.

This is an LCD conversion that has been working great for a year. adjusting settings in the monitor menu does nothing. Going to pull the machine out tonight and check power first thing. What voltage should a rush 2049 have? 5.25??

Changed LCD monitors, still have black screen and green dashes, and now it goes part of the way into the boot up and then starts all over in an endless loop. I am able to get into Admin, but the buttons are only responsive every once in a while and the Admin screen goes from black to white and sometimes displays letters backwards or upside down. Good times!

Check voltage at 5.10/12.10v and inspected board- saw nothing out of the ordinary. attached pix of admin. Not on the second picture how the letters at the bottom have displayed.

Would this be a hard drive issue? Because I am totally ready to upgrade to 2049 SE!

hard drive I think gives that whatever whatever blocks error.. it's been a long time since I've seen that.

I would try reseating the video card first. the cooling fan for the video card still works right? additionally consult my PSU guide, as you have one of those boards that are very voltage sensitive.
 
Thanks...fan is good. Voltage is set to 5.11 measured at HD. Spec calls for 5.1 to 5.2. I ran both tests on the hard drive that are in the admin. Actually ran all tests for everything in the admin console. Will try reseating/ leaning vid card tonight. Any other ideas? Thanks.

Pulled the video cards and all the connections inside the main computer case and cleaned whatever I was able to with an eraser and no change. Ran all the tests and found nothing. Also reseated both removal eeproms and no change. Checked voltage again, still 5.11 @ the HD. Any ideas on what to do next?
 
thats bad video memory on the video card. As in bad that needs to be replaced or bad that needs to be reflowed.
