Rush 2049 weird brake value problem

I'm working on a Rush 2049. The game would start, you could rev the engine befor the race starts, but no acceleration once it started. Disconnected the brake pot, and the accelerator started working a little, then would crap out. Turns out the value of the brake pot would still float around in test while turning the steering wheel, even with the pot disconnected! The brake "overpowers" the accelerator, and that's why the car won't move.

I guess my question is, do I just need the brake pot, or should I replace both the brake pot and the steering pot? The steering seems to be fine, but the whole brake floating issue is screwing up the game.

Maybe there's something going on on the board. If you removed the brake pot completely, I don't see where else you could get any floating except the board.
