Rowe Storm all florescent lighting out

This just happened last night. Everything is still working other than all the lighting went off. Neon is on and fine.

I have the manuals but not seeing anything with this. Would they be coming right out of the power supply or would it be the ballast module or? I assumed ballast is for the neon.

I believe it's controlled by the ballast module. Asked one of the guys in the shop and he suggested something along the lines of maybe one bad bulb would kick them all out.

How about some pictures?

It's unusual for fluorescent lamps to be daisy chained. One bad ballast could clear the fuse though.
