Rowe BC20 Change Machine W/ Mars DBA

I have a ROWE BC20 Bill Changer. It has a 5200A conversion Kit http://www.veii.com/files/manuals/ve5200a.pdf . MARS bill acceptor was a VN 2501 (Non flashport). I had a Mars AE 2411 (Flashport) that I had updated for the New $5 bills. When I installed the AE 2411 it will only give 4 coins for a $5 bill (new or old bill).

If I install the original VN 2501 it will give 20 coins for a $5 bill. Dips are set the same on both validators (1,2,4,6 and 8 on). Is there any way to make this work with the updated AE 2411? Could it be a problem when the AE 2401 was updated (bad flash)?
 
The dipswitches seem slightly different between these units. (namely 7-8)
Try changing the "Pulse Per Dollar" setting..... dip #7.
Sounds like it's only giving one pulse for whatever bill is inserted, whether it be a $1 or $5.

Or maybe it's a combination of matching the machine settings and the bill acceptor settings.
"If bill acceptor gives one pulse .... this will make the machine do what?"
I don't know anything specific about your application, but I have seen different pulse types and lengths make other types of machines do weird things.

I found out the AE 2411 will not work.

The AE 2400 series is designed for Amusement Machines and supports pulse interface only.

The VN 2500 series is designed for Vending Machines and supports Low Level
Pulse, AC/High Level Pulse, Serial or MDB.

It looks like the conversion kit uses a interface not supported by the AE 2400 series.
