I want to take the ROMs from my arcade PCB's and transfer them to my Hard Drive for use with MAME . I found out this is the legit way to use MAME . Is it pretty easy to do this ? What equipment do I need ? Can a retard like me do it ?

If you already own the boards and only want those games in MAME then just DL the ROM sets from ROM Nation or ROM Hustler.

If you want to make your own you, at a minimum, would also have to name them according to what MAME expects I would assume. ROM files and .zip files. Frankly, I have never worked it backwards but I think you can look at each in MAWS to see names.

In the end, just DL them. You can do it now. No tools, no research.

Download them.

If you don't then the process is a headache: Read all the ROMs in via your programmer. Save them to the hard drive using very specific file names listed in MAWS. (http://maws.mameworld.info/maws) ZIP up the files into a file with a specific name. Put file into the mame/roms folder on your hard drive.

If you download:

Find filename via MAWS, add a .zip to the end of the name, get it from romnation.net, and save it to the mame/roms folder on your hard drive.

What would be a good one if you did want to do this though? I've got a Crazy Kong board that's running a version not in MAME. (it's missing one of the ladders on the barrel board. I've seen at least one other game via a video on youtube that played the same way)
