Roadblasters Atari System 1 - Unable to change settings in test menu

I have a Roadblasters upright cabinet. I received it without coin mech devices and it was set on free play. I have installed coin mech devices and tried to change it to coin play in the test menu, but I am unable to change any settings in the test menu. I know sometimes my gas pedal will make the car go slowly by itself during game play, so the switch is engaged somewhat. In the test menu, the gas pedal's function is to reset to default. Is that why I cannot change settings in the test screens? I unplugged the foot pedal and it still has no effect.

i didnt know you can set roadblasters on freeplay??? what???
 
My game is stuck on 2 credits all the time. I want to turn it off and use coins only, but I am unable to change any of the settings in the test menu.
 
goto Bonus adder on test menu. change to No bonus adder. then hit THUMB button to save then turn test button off

to get to the bonus adder hold fire button down and turn wheel
 
Yes, I've tried that many times. I can navigate through the different test pages, but not scroll down through each setting. That's why I was wondering if my pedal was causing an automatic return to default. I tried unplugging the pedal too and I still can't navigate through the settings on one page nor change the settings.
 
Yes, I tried moving the wheel all the way. Does not change settings or move up and down. When I press the fire buttons, the arrows do change from <=> to up and down arrows.
