Were there originally caps on the ends of the curved piece at the bottom of the yoke? Or were the ends intentionally left open?

Trivia: didn't know until reading the Road Blasters flier that Matchbox tied in with a line of cars "inspired by" the game:

I would say yes. I have a NOS yoke that I got a while back from a former Atari engineer. This is the only pic I have of it. It looks like there are caps to me.

Thanks for posting the photo! It definitely has caps on the ends. I was thinking they might be like the Atari cocktail table leg caps, but these look more like the kind that fit over the end of dinette chair legs. Now I know what to look for while trying to track down some kind of replacement.
 
After getting a better look at the original Road Blasters yoke caps from the photo arcadeannex posted, measured the curved piece and figured a 7/8" chair cap would probably work. Picked up some replacement caps at ACE (part #56925, set of 4 caps for those who need a replacement), perfect match:
