Restoring metal surfaces

I want to refurbish my coin doors but I've never refurbished any metal before and I had a couple of quick question. First off, the coin door isn't in too bad of shape. It looks as if it was sprayed once before because of the couple of dried up drip spots. Will I need to completely remove all of the old paint or do I need to only remove the rusted spots then spray? If I need to remove everything, should I sand it, or use a wire brush? I think the wire brush would be much easier, but they can be unforgiving. I figure I'll use rustoleum, flat black, unless anyone has other suggestions.

Or ... send it to a local powder-coater. More expensive option, but it will look perfect after they sand it down and then spray it.
 
Best bet is to strip the door....don't waste your time feathering out all the imperfections, drips, bubbles, etc that you have going on there.

Primer is the key, it always is.

Strip the paint off...sand it 220....prime it with automotive sandable primer (Walmart, Home Depot $4)....lots and lots of primer to fill imperfections in metal. One wet coat after another....four to five coats....really build it up. Sand the primer with 400 grit to smooth it out, then top coat it with your black paint. Done, easy....just like that.
