I Have a Tekken 3 in a Dynamo HS-16. The control panel slides out as a drawer, exposing the pcb and switching power supply underneath.

-Can the control panel top be removed completely for servicing? I don't see how, except for the stainless screws.
-Levers and buttons are worn. I want to upgrade to Sanwa JLF lever and Seimitsu buttons. Or some other choice parts. Should I go 8-way or 4-way gate?
-I don't know much about the JAMMA kick harness and how that might tie into the button upgrade.
-I want options include a MisterFPGA into it.
-Should I put a sealant over the peeled edges of the laminate?
-Can I get a pre-cut acrylic panel to put over it? Is there anything fancier like glass?

-Would it be a good idea to replicate this control panel, or maybe even the entire drawer so I can do an 8 button setup? Any recommended companies who could sell me a good laminate?

Firstly, this is a preservation based forum. Doing Mister-cades with 14 buttons per player isn't really what we're about here. You'd do better on "Arcade Controls" or other emulation based forums.

To answer your questions
1) Generally drawer based CPs have clasps on the sides so you can lift the panel up. There's generally a piano hindge on the front. That being said, i'm not familiar with this cab
2) If you're keeping the orignal hardware, then you just install the new buttons and connect the kick harness to them, replicating the original setup. If you're trying to use a Mister, then then kick buttons are generally carried on the Jamma edge, though i'm not familiar with Mister, so you'd have to research it
3) See previous comments
4) Cosmetic choices are personal, some prefer patina, others want factory fresh. Here's a source for a repop: https://zonaarcade.forumcommunity.net/?t=62424981
5) I doubt there's a option for a pre-cut acrylic for this, you would have to DIY it. It's not that hard, there are plenty of theads here on how to do it.
