Repairing Double Dragon Board

When I start it up I get this:

RAM OK
ROM1 OK
ROM2 OK
ROM3 OK
ROM4 OK


And it stops there, the audio is also noisy.

If I run the Game in MAME I see I should get this:

RAM OK
ROM1 OK
ROM2 OK
ROM3 OK
ROM4 OK
63701 OK


I am assuming that 63701 is the processor, anyone got any tips to get this board working again?
 
Check your voltages coming from your power supply first.

OK tested the voltages, all check OK, and even tried the board in another cabinet. Still the same thing. This board looks like it has some hacks to it, as well as it buzzes.

Anyone have advice?

Is this what a Double Dragon is supposed to look like??

The shiny stuff is just contact cleaner, I pulled and cleaned all the chips

Looks like I am not the only person with this issue:

Well you could try changing the ribbin cabels and see what happens?

I don't know how much effort I want to put into a shoddy bootleg board I bought for $5. I will try reseating the ribbon cable, but I am not going to build another. If a floppy or HD cable is the same # of pins I will give that a try. All the solders on the board are really cheaply done, the minimum amount.
