Removing old paint from a monitor?

Is there a good way to remove old paint overspray from a monitor? I was just trying to clean my Neo-Geo monitor and found that some of the dirt was actually paint!

Apparently they touched up something with spray paint and failed to adequately tape off the monitor first.

Can I safely use paint thinner or something? Will alcohol help?
 
I agree Gregatron. If you don't want to scrub on it forever use a new razor blade
 
glass cleaner +new razor blade. at a slight angle to the tube, NOT AT A 90 degree angle!!

take your time, itll clean right up..
 
You are better off using soapy water on the glass instead of glass cleaner. also don't use the box cutter style blade on the monitor. try the old school straight razor and soapy water as a lubricant on the curved surface, less chance of scratching the monitor. I tinted windows on older cars for years and had to clean the inside of the curved glass with every bit of love that I could afford.
