I'm attempting to remove the two way joysticks from a Joust control panel and I'm stuck. I've removed the e-clip but the joystick shaft doesn't want to budge from the actuator block. Is there a trick to this? The shaft does seperate from the actuator block somehow, right?

Yes it seperates from the actuator block. Looks like yours might be stuck unless someone did something to it. Once you remove the e-clip the shaft should pull right out. Out of all the williams overlays I've done, I never ran into one that was stuck, Ms Pacmans are a different story though.

I thought that it should just come out....man this thing is STUCK. Big problem now is that it's difficult to work on because it's still under the CP. Maybe 28 years of crud have just locked this thing up? I already tried some 3 in 1, maybe I need to use more?

Yeah I had to to that to a few Ms Pacman control panels. You might have to take a vise grip to it and buy a new joystick shaft.

You may need to buy a lubricant called "Liquid Wrench". Apply it, wait 5 minutes and then try twisting the joystick. Repeat until it comes loose or just take the vise grips to the shaft and twist it loose. Arcade Shop has replacement joystick shafts and parts in case you trash anything.

It should just come out with the e-clip. Probably a lot easier with it out of the CP. If penetrating oils fail, you could always carefully smack it out with a hammer and punch. Sometimes the jarring will loosen it up, needless to say be careful.

Just for your info some stuff I used on restoring mine:
