Remove spinning bolt/nut from CP

I've got a metal mario brothers CP that I'd like to apply a new CPO to. I'm having an issue removing the carriage bolts for the joysticks. With a socket wrench, the nuts unwind about 3 rotations, then the bolt starts spinning. The square holes in the CPO are a bit rusted.. the bolts aren't very rusted.

I've tried holding onto the head of the carriage bolt with vice grips, trying to wedge something under the bolt head, lubing up the nuts, and a few other things trying to get the nuts off, but no dice. I've probably spent 3 hours trying to release a single nut.

Anyone have any insight?

I would just use a dremel tool with a cut-off disc to either cut the
bolt off right below the nut or slot the head enough to use a screw driver to keep the bolt from spinning while you try to free the nut.
