Red Tint?

Just a general question involving this symptom. I did a search on the forums, and it seems a lot of different things could cause this. I was going to buy an arcade machine that has this problem, seller claims it just needs to be degaussed, but i think there may be more to it. What general troubleshooting can i do to resolve the issue or find out whats causing it.
This is just a general question and was not sure if troubleshooting steps would be specific to specific monitors etc.

If the monitor of a game has a red tint to it, you'd first want to try adjusting the controls on the neck board. It may be that simple, or it may be a problem where red completely overpowers the other colors and that could be due to a problem with the picture tube or the chassis (the circuit boards attached to the picture tube).
 
If there is a uniformly red tint to the entire screen, then it is unlikely a degaussing issue. If it just needs degaussing there will be patches of discolored areas, usually around the edges and corners.

It is a uniformly red tint from top to bottom, issue happens as soon as it powers on, no vertical lines, image behind tint is fine.
Well, thats helped me decide how much I'll pay. I saw a video online on how to adjust the neckboard. But of course it may be different steps to take for different models. I also saw a video on testing out each individual color, would this be something I could try as well? and if so, what results should i be looking for?

I would never attempt a fix prior to buying a game. Just offer what you would pay in "worst case scenario", like assuming the tube is junk or it will need chassis repair. I would explain to the seller, who may already know this, that a screen tinted entirely one color is NOT a degaussing issue and your offer reflects your knowledge of there needing to be repairs or replacement of the monitor.
