That is indeed exactly who it's for.
This really isn't so bad, for Ebay.
A few highlights from the very entertaining current listings:

Literallly nothing original in here. Not a single scrap of this machine. And they want over $1K!

$795 for a machine with random bolts on the speaker grill piece, EMPTY security bar bolt-holes, and the piece-de-resistance: a warped DK Jr. CPO.

Just to put the first post in this thread into perspective: 2 grand for a red with a TKG-4 boardset, a freeplay kit, and a new power supply. Red paint job? Probably!

This one is pretty much an Ebay resident. I've been looking at it for months. Here we have a "showroom quality" piece with BLACK t-molding (puke), and a dim, graying monitor (with no blackout cardboard, on the tube itself or the top-drape). Check out that sweet mounting bar! And thanks for the motion-blurred pictures, Mr. Photographer. This is really the presentation that your $1,900 asking price deserves. "No bottom feeders for this level of machine. Only top end collectors need apply for our restored line of games." Uh huh.
And my favorite:

Only $800 and this piece of shit is yours! A multicade (games not specified) inside of a gutted DK(?) cabinet with some new hodgepodge of JAMMA crap wiring with a... get ready for this... vertically-mounted LCD! Also with no blackout cardboard - you can see the goddamn power LED! (Please do yourself the favor of deep, hearty laughter and look at the pictures.)
These people seriously have no shame.
