we will worrie about the ide once we get the board to fully boot
darrena did point u as to what to chk
lets just unplug the video card until we can nail down post boot
but before we get that far we need to know which status led is not blinking ?

remove u15 and clean its pins until they are shinney (do not sand) use a red erasser
go slow
mind the knoch in the ic as it is your locater (pin1)
and reseat the chip back into its socket
and then power up and see if status 1 starts blinking

Thank you! U15 says V 2.09, pic attached. I've been told that if it is inserted backwards it could ruin it. Do you know if that is true? If I need to start over, do you know where I could look to get a new one? I will try your suggestion today and post my results later.
thanks again, Mike

100% chance if installed incorrectly it is fried.
BUT as that is a "aftermarket" eeprom you can try to read it in a Programmer and verify it against a known valid file. Look in mame for the file iteagle.zip. all of the boot files and a few of the others are in that file.
