Rastan White Video

I have a Rastan board that I have had for several years. It didn't work when I bought it and I never got around to looking at it further.

I decided to fire it up today and see if I can get some help from you all.

Not much to describe, it boots up to just a white video screen. I can see some faint garbled images in the picture, but not much to go on. It just shows a white screen in the picture.

I talked to Bob Roberts and a rom chip set is $80, so it's cheaper to just get a new board. But I wanted to make sure that was the problem before getting rid of it.

I pulled the chip

Just got a no signal when I did that. Plugging it back in and I get the white screen again.

What is the chip used for? Is it replaceable or does it need to be programmed?

Looks like that chip is a programmable one?

I attached the schematic where that IC is. Could this be the problem chip? Is there a way to test it?
