Rally-X No Sound

I am a little stumped, have a Rally-X PCB with no sound at all. I have followed the schematic and am getting signals at the green circles, and nothing at all at the red circles. I have tried replacing the MB3730 at 12A, so would I be correct at trying to replace the caps at C4 and C27 next?

I am no expert at reading schematics, so it is possible that this is normal and I am chasing my tail. Asking for any advice at what else to look at before I replace anymore parts.

I would think the parts there at c4 and c27 are the issue if it stops at those points. But Im still learning so don't listen to me.

I am going to recap the board and see what happens. Hopefully someone sees this and can shed some more light.
