Race Drivin' never ending wheel spinning

Hey fellows.

Looking for some guidance on my Hard Drivin' compact cab. I purchased this as a project from a friend and testing it today for first time with a Race Drivin' PCB that I know is fully functional.

The issue I am having pertains to the steering motor. Game goes into demo mode and the steering wheel never stops spinning. Now, I need to note that the control panel or the test switch / coin door harnesses are not connected as of yet, but I am uncertain if this is the cause or does the game need proper wheel calibration through the test menu?

I do have spare parts from a Compact Race Drivin' game I bought recently, so I can swap out the steering motor or AUX PCB if needed, however I wanted to ask for some input before starting to replace components that may be good.

Connect everything first.

Then do the steering wheel cal.
 
Update. Everything is connected and functions, however the steering wheel fails the self test and says, steering wheel broken , please fix me. The wheel does work in the game, however if I attempt to calibrate it through the test menu, there is no movement and the setting remains at 0. Could this be the actual encoder disk PCB on the steering motor or the AUX PCB mounted on the side of the cabinet?
