Quick Star Castle Question

My guess is monitor. I know the board goes through an internal self test before it allows information to be sent to the monitor. A quick google search confirms that the game PCB LED should blink a few times and go off. It's been a long time since I had to go through my games, but this is a start.
 
My guess was monitor also but I've had some Tempest issues that I thought was a monitor that turned into a board issue.

On Tempest, it would probably be the boardset, but these Cinematronics monitors are a completely different beast. I would say it's the monitor too. You may be able to fix it by cleaning the chip and putting it back in the socket.
