On a Paperboy cabinet, there's a black vinyl covered piece that makes up the 'front' of the control panel 'box'. It's 3/4" particleboard. If you unlatch and remove the control panel from the top, you expose the top 3/4" edge of this panel.

On mine, the top edge of that panel has a slot cut in it, as if a t-molding slot. If there was t-molding in this slot, the metal control panel would rest on, and basically cover it up. Was it originally supposed to have t-molding in that slot, and if not, why is the wood slotted?

no clue why it's slotted but I've seen a few paperboys and champ sprints (same cab) and have seen the slot on all but have never seen T molding in it.

It's for holding the CP vertically so you can work on it. The CP will slide it into it up and down so you can get to all the guts of the CP.
